Step 1: The window is open.
The foam is at its natural thickness. No pressure on it. No sealing happening.
Step 2: You close the window.
The sash moves toward the frame. The gap narrows. The foam gets squeezed.
Step 3: The foam compresses.
The closed-cell bubbles inside the foam deform. They flatten. They push back - like tiny springs.
Step 4: The rebound force creates the seal.

Step 5: You open the window again.
